The folk I know who wear these things call them "snake boots" and use them in hunting. The strap under the instep is to hold them down, so they won't ride up when walking through heavy brush. One of the points of riding boots is to prote...Ugh. One of the points of riding boots is to protect the leg from stirrup leather rubs. Good riding boots fit the calf, as to good half chaps. These don't even resemble real half chaps. For that price you could buy a pair of paddock boots or simply shoes and add a pair of nice leather half chaps on your own.
